近日,商务部等9部门发布《关于拓展跨境电商出口推进海外仓建设的意见》,明确提出推动跨境电商供应链降本增效。政策强调加强头部跨境电商企业的信息共享,鼓励金融机构充分利用企业相关信息,依法依规开展供应链金融服务,从而更好地赋能上下游产业链发展。

跨境电商全球加速布局

跨境电商作为一种以科技创新为驱动的新型外贸业态,通过新技术的应用、适应新趋势、培育新动能,与海外仓等新型外贸基础设施协同联动,减少中间环节、直达消费者。这种模式有助于优化外贸结构、稳定外贸规模,打造国际经济合作的新优势,已成为我国外贸发展的重要力量和国际贸易发展的趋势之一。

数据显示,我国跨境电商进出口额从2019年1.2903万亿元,增长到2023年2.38万亿元。2023年,我国跨境电商进出口总额同比增长15.6%。今年一季度,跨境电商占出口比重达7.8%,拉动出口增长超1个百分点,我国跨境电商进出口5776亿元,同比增长9.6%,其中出口4480亿元,同比增长14%。

在此过程中,供应链金融扮演着不可或缺的角色,作为链接产业和金融的枢纽,供应链金融通过盘活应收账款、预付账款等流动性资产,为从事跨境贸易的中小微企业提供更加便利高效的融资渠道,助力中小企业更好地“走出去”,实现国际化经营。供应链金融利用金融科技的力量,促进商品和服务在跨境贸易中的流通和结算,提升交易效率,成为推动国际贸易和全球经济增长的重要力量。

政策推动跨境贸易降本增效

近年来,跨境电商接连迎来政策利好。2021年,国务院常务会议即要求“积极推动海外仓发展,鼓励传统外贸企业、跨境电商和物流企业等参与海外仓建设”;2023年,国务院办公厅印发《关于推动外贸稳规模优结构的意见》提出“推动跨境电商健康持续创新发展”等;去年底召开的中央经济工作会议强调,扩大高水平对外开放。要加快培育外贸新动能,巩固外贸外资基本盘,拓展中间品贸易、服务贸易、数字贸易、跨境电商出口。

此次商务部等9个部门联合出台了《关于拓展跨境电商出口推进海外仓建设的意见》这一政策,旨在通过优化供应链管理,降低企业运营成本,提高整体效率。新政策提出了一系列具体措施,包括降低物流成本、提高通关效率、简化税收政策等。各部门将在各自的职责范围内,采取相应的行动计划,以确保政策的有效实施。

在降低物流成本方面,政策鼓励物流企业采用先进的技术手段,提高运输效率,减少中间环节。在提高通关效率方面,政策提出简化通关手续,推行电子化报关,提高通关速度。此外,政策还针对跨境电商的税收问题,提出了更加明确和优惠的税收政策,旨在减轻企业的税收负担。

利好政策等多维度因素影响下,跨境电商企业的运营成本将显著降低。企业在物流、通关和税收方面的支出将有所减少,从而提升其市场竞争力。此外,提高的运营效率将使企业能够更快地响应市场需求,提高客户满意度。

技术加持助力跨境融资升级
